This page will highlight the main components of the pay progression process for those staff employed under the Agenda for Change Terms and Conditions.  There are lots of resources available for all staff to help support the pay step progression process. What is Pay Progression?
 

•Pay progression applies to all staff employed in the NHS on or after 1 April 2019, or for all existing staff who are promoted on or after 1 April 2019.

•Promotion means moving to a higher banded role. In the Terms and Conditions of Service 2018 pay structure there are fewer pay steps within each band.

•This means that, although the time spent in-between pay-steps is longer, the member of staff will reach the top of the band more quickly than before.

•As pay progression will no longer be annual under the new system, the first pay step reviews will take place from April 2021 as staff joining or promoted from 1 April 2019 will reach their first pay step dates.

When will staff members require a pay step review meeting?

​

  • Staff no longer receive an annual increment. 

  • Bands 2 & 3 have an entry step-point and a top step point after 2 years experience

  • Band 4 has an entry step-point and a top step-point after 3 years experience

  • Bands 5-7 have an entry point followed by an intermediate step-point after 2 years of experience at banding and a second increment point after 5 years experience

  • Bands 8a and above have an entry step-point followed by a top step-point after 5 years experience.

Criteria To Progress To Next Pay Step

To progress to the next pay step point, you must have met the following standards:

​

1.The appraisal process has been completed within the last 12 months and appraisal objectives have been achieved.

2.There is no formal performance management capability process in place.

3.There is no formal disciplinary sanction live on the staff member’s record.

4.Statutory/mandatory training has been completed.

5.For line managers only – appraisals have been completed for all their staff as required

How can I find out when a pay step review is due?

Managers can find out when the next pay step review is for each staff member by checking the monthly statutory and mandatory training and appraisal dashboards. 

​

Staff can also view their own pay step point on the ESR portal, it will inform the staff member if their next year in service is pay effecting or not. Please see image below:

Pay-Step Review Submission form
 

The pay-step review submission form can be found on the intranet or at the top of this support page. 

​

Managers must complete this form before the pay step date so that the Training Team can input the information in time for pay roll. It is recommended that the review is completed a minimum of 6 weeks before the pay step review date. 

​

The submission form also contains an action plan if the staff member has missed some of the criteria for pay progression. 

​
